In a large skillet with high sides, brown the ground beef over medium-high heat.
During the last 2 minutes of cooking, add the ginger and garlic. Use a spatula to break up the meat into small pieces as it cooks.
While the beef is cooking, boil the pasta according to the package instructions.
Tip: Avoid salting the pasta water for this recipe.
Once cooked, drain the pasta and set it aside.
Drain any excess fat from the cooked ground beef and return it to the skillet.
Add the soy sauce, beef broth, brown sugar, red pepper flakes, black pepper, and hoisin sauce. Stir everything together until well combined.
In a small bowl, dissolve the cornstarch in water, then pour it into the skillet with the beef mixture.
Stir and bring the mixture to a low boil until the sauce thickens slightly.
Add the drained pasta to the skillet and toss to coat the noodles evenly with the sauce.
Let the noodles sit in the sauce for a few minutes to absorb the flavors.
Serve the dish hot, garnished with sliced green onions for a fresh finish.
