The ground beef should be brown in a Dutch oven over medium-high heat. The meat should be returned to the pot after being browned and fat drained.
To the pot with the browned meat, add the diced tomatoes, water, chopped yellow onion, minced garlic, chopped green bell pepper, bay leaf, chili powder, salt, crushed cumin seeds, celery seeds, ground cayenne pepper, and crushed dried basil.
Let the mixture simmer uncovered for about 3 hours, stirring occasionally, once it reaches a boil.
You may need to add water if the chili becomes too thick.
To give the chili an extra kick, add a few shakes of Tabasco sauce.
